La relación Ejecutivo-Legislativo en la aprobación del presupuesto: El caso de México a nivel subnacional

Los congresos subnacionales tienen la facultad para aprobar y enmendar el presupuesto de egresos. Pero, ¿las variables partidistas inciden en su ejercicio? El objetivo de esta investigación es examinar las variables que afectan la relación Ejecutivo-Legislativo, específicamente en la aprobación del presupuesto durante el periodo 2000-2012. El análisis muestra que los congresos realizan más enmiendas al presupuesto cuando el partido del gobernador pierde escaños o bajo contextos de gobierno dividido. También se observa que hay más actividad cuando el pri es la oposición en el congreso. En contraparte, los años electorales y el gobierno dividido vertical no inciden en el nivel de modificaciones.
