The Presidential Cabinet in Mexico: Evaluation of the Relevance of the State Secretaries
Keywords:
state secretaries, government ministries, cabinet, political influence, institutional performanceAbstract
The government ministries represent the most important part of the executive area of a government behind the president. Despite their importance, little has been analyzed about their performance and operation within the cabinet. This work explores the level of institutional relevance that Mexican ministries possess through their capacities in: a) public policy management, b) resource management, c) political influence, and d) organizational interaction. The results show that ministries have different faculties and political and organizational influence. In addition, some ministries change their institutional attributes and capacities in accordance with the president’s political strategy; this allows differentiating their level of relevance within government periods.
