¿Por qué son importantes los ministerios importantes? Ranking multidimensional de las carteras de gobierno argentinas

La investigación de la importancia ministerial constituye un área marginal en casi toda América Latina, situación que en sistemas como el argentino se ve potenciada por la extensión de prácticas personalistas arraigadas, el predominio de organizaciones partidarias poco institucionalizadas, de preferencias volátiles y la escasa presencia de dinámicas de negociación coalicional. Con el objeto de contribuir al desarrollo de dicha área de estudios, el presente artículo ofrece una caracterización sistemática de la importancia relativa de las carteras de gobierno argentinas desde la transición democrática, distinguiendo diferentes cuatro diferentes capacidades intrínsecas (de gestión de políticas públicas, de asignación discrecional de recursos, capacidad política y capacidad organizacional). Después de examinar de modo separado cada una de las capacidades de importancia ministerial, se propone un índice de agregación multidimensional.
