While inquantitative termsthere was not a significant change, the relationship between both brancheswas characterized by being conflictive. The key argument isthat the confrontation betweenthe Executive and the Legislative in foreign policy issues was due to the electoral interests ofthe key political actors. The paper is divided into three parts. The first one describesthe theoreticaland legal framework that explains the relationship between the Congress and theExecutive in foreign policy matters. The second part analyzesthisinteraction from a quantitativeperspective. Finally, the last part evaluatesthe relationship from a qualitative criterion, using the cases of the Mexican relationship towardsthe United States, Cuba and Venezuela.
