Abstract

The popularity of Mixed-Member Electoral Systems, which combine majoritarian andproportional principles of representation, has led to their implementation in a significantnumber of countries electing national, sub-national and local legislators. The performanceof these electoral systems, however, can vary substantially in different institutionalcontexts. In particular, the use of mixed member electoral systems in legislatures with afixed number of representatives has often led to seat allocation conflicts when winningparties obtain in the majoritarian tier more seats than those it should have received in a strictly proportional system. This article provides a general model to estimate the allocationof seats in mixed member electoral systems and describes the strategic incentivesthat they induce on parties, candidates, and voters.
