Abstract

In closed economies with highly interventionist states, the Latin American unions develop poolitical strategies. These strategies become less effective in open economies with shrinking public sectors, although, at the time of economic liberalization, the political influence of labor unions could still affect the agenda of market reforms. Such influence, depended on partisan loyalties between unions and politica parties, leadership competition within the union movement, and union fragmentation. Simultaneously, democratization reduced the influence of labor mobilization because elections became the principal mean to express citizen preferences. Despite t his context, labor unions have been slow to innovate their strategies. When strategic innovation appeared, though, it took one of three formas: new alliances, organizational autonomy, or industrial participation.
