Abstract

In Mexico, state actors controlled the channels for business-government relations during the NAFTA negotiations. However, state actors depended on the private sector for information, political support, and adaptation to free trade. They incorporated business representatives into the negotiations through COECE, a business association. Our analysis of five agroindustrial sectos shows that sectors with numerous producers of difrferent sizes, weaker associations, and poor export potential. We suggest that purely analysis should pay attention to both state strenght and business leverage and should not neglect the importance of future expectations in shaping business preferences.
