Liderazgo presidencial y dinámica institucional durante el primer periodo presidencial de Menem. El caso de las privatizaciones

Abstract

A wide-ranging program of economic and structural reforms was implemented during Carlos Menem's first administration (19891996). One of the pillar, of these reforms was the privatisation program, whose timing and dramatic scope have been considered unique and distinctive features of the Argentinean reform process. The main argument of this article is that the success of the government's reformists *actives cannot be understood without taking into account the role played by the president. lb support this argument, the authors highlight the positive impact that the presidential leadership had upon policy outcomes in a given political and institutional context. That is, the executive had to interact with other actors and face changing contexts by Mowing flexible and diverse strategies.
