Abstract

Scholars blame the deficiencies of Latin America democracies on weak political parties and volatile party systems. Amog these deficiencies is mandate unresponsiveness: the tendency of politicians to pronounce themselves in favor of policies in campaign and then abandon these policies once in office. Yet political theories and experiencie in Latin America yield contradictory expectations: that strong parties may enhace responsiveness and taht they may reduce. The case estudies and statistical analysis of cross-national data presented in tthis article show that darmatic and early policiy switches were carried off both by weak parties in volatile systems, and by strong parties in stable systems. To understan policy switches we must look beyond the deficiencies of political parties
