Abstract

This article states that the ?ipover events capable of recon-?guring the shape of the political system have ocurred regularly in theindependent history of the U.S. and all of them have involved masspolitical action -including voting, but not limited to it --. Using thepunctuated change model, the article suggests that the end of theeconomic, cultural and geopolitical conditions that feeded-back, andpermited the continuance of the precedent political equilibrium, cons-titutes the end of the previous order and the emergence of a new one,the system of 1996.In the new national and international conjucture, the new politi-cal  starts to outline itself with the outcomes of the 1992,1994 and 1996 elections, and tendencias such as the political spec-trum's move to the right, the weakening of the modern presidency vsthe Congress and the Southern States partisan realipment.
