¿Cómo debe ajustarse el salario de los legisladores?

¿Cómo debe ajustarse el salario de los legisladores? ¿Deberían estos funcionarios ser capaces de ajustar su salario cuando lo crean conveniente o por el contrario su capacidad de ajuste debería ser parcial o completamente limitada? Aquí argumentamos a favor de limitar parcialmente la capacidad que los legisladores tienen para ajustar su salario. Si bien favorecemos un camino intermedio entre la existencia de una capacidad no restringida y una capacidad completamente restringida, mostraremos que este camino no es unívoco. En efecto, existe una multiplicidad de mecanismos de restricción parcial con implicaciones normativas sustantivamente diferentes. En particular, argumentamos que es deseable favorecer aquellos mecanismos de ajuste que son capaces de atraer ciudadanos idóneos para realizar la tarea legislativa pero que al mismo tiempo promueven mesura en la magnitud de los ajustes.
