Regionalismo, transformación del régimen y Pronasol: la política del Programa Nacional de Solidaridad en cuatro estados mexicanos
Abstract
This paper argües that political change in México since 1994 has been characterized by a process of de facto political decentralization: The vertical lines of control within the political system have been significantly attenuated while political power has undergone an unprecedented process ofregionalization. The paper analyzes the strategies foUowed by local political elites (particularly the state-delegates of Sedesol) in their attempt to capture the decentralization of power. The authors underscore three points of relevance for a more general imderstanding of political transitions in dominant-paiiy regi mos: regional politics; the role that formal rules may play in reshaping expectations; and the bargaining taking place within the hierarchies of the oíd regime.
